Parish Councils have had nothing to do with the running of Churches since the late 19th century & should not be confused with Parochial Church Councils (PCCs).
TVs Vicar of Dibley has managed to confuse and sometimes annoy those who work - in either forum!
Parish & Town councils are a tier of local government – the tier closest to the people they represent. The chief, managing/executive officer, sometimes the only employee, of these Councils is usually called the Parish or Town Clerk - a title which tends to disguise their role. Clerks are often also the Responsible Financial Officers for their councils, as in King's Stanley. Clerks are paid employees. Councillors are elected Members.

Parish & Town Councils are supported by their local association, the Gloucestershire Association of Parish & Town Councils (GAPTC) for short. NALC, its parent body, is the National Association of Local Councils.
Parish Clerks (and consequently their Councils) are themselves supported by the Society of Local Council Clerks (SLCC). A network of branches exists throught England & Wales.
GAPTC, NALC & SLCC liaise for the greater support and training of Councillors and Clerks. The title of Parish Clerk has been around since 1894, a somewhat misleading job title for a person who effectively manages the Council. NALC is currently considering whether they should be called Managers.
